Arcadia Paper Mills has completed its purchase of the former Boise paper mill in St. Helens, Oregon, marking the start of its plan to return manufacturing to the city. The company, formed by investors and industry experts, intends to produce paper towels and napkins at the facility and has already hired 15 local employees to begin recommissioning the mill. The transaction was finalized with the City of St. Helens.
The mill is located within the city's 205-acre Industrial Business Park, a key part of St. Helens' waterfront redevelopment project. The city initially acquired the property from Boise White Paper Mill in 2015.
Arcadia Paper Mills began working with the city on the purchase in April 2024, with due diligence led by former mill manager Craig Allen.
