Again, the riddle:

What American state's legislature passed a bill commending a serial killer for "population control"?
 

Answer: Texas.  The 3rd Edition of the New York Public Library Desk Reference explains: "Upset with colleagues who did not properly study bills, a Texas congressman introduced a bill commending Mr. Albert DiSalvo for his outstanding work in population control.  The bill passed unanimously.  At the time, Mr. DiSalvo was on trial for a series of murders.  He was better known as "The Boston Strangler." p. 625
