Most of my work has been with coating and sizing. We get right up to the sheet all the way across because it is traveling vertically. There is a lot that can be seen from 10 to 12 inches even at 1500 fpm. I like to look at the fourdrinier the same way, but I am usually at least an order of magnitude further away so I can only get the detail in the surface at a web break.
Regarding mill location? Most of Manhattan is tough for truckers. But traffic management in NY is back wards. The city has good public transportation so it can move people very well. But it is a nightmare for truckers, and the city is absolutely dependent on trucks coming and going to function. Ironically it has roads (parkways) dedicated to cars and bus lanes at peak hours. But it restricts trucks so it restricts goods. Someone had the idea of having dedicated roads (or lanes) for trucks. Makes sense to this old farm boy.
